1️⃣ Technology
Technology plays a major role in modern garbage management by improving collection, segregation, and processing.

 • Only about 70–75% of waste is collected, and roughly 30–35% is scientifically processed.

 • GPS-enabled vehicles are used in many Smart Cities for real-time monitoring of garbage collection.

 • Waste-to-energy plants in cities like Delhi process thousands of tonnes of waste daily to generate electricity.

 • Bio-methanation plants convert wet waste into biogas for cooking and power generation.

 • Indore processes nearly 100% of its waste through composting, recycling, and bio-CNG production, making it a top-ranked clean city under Swachh Survekshan.

 • The Government’s Smart Cities Mission promotes sensor-based waste bins and automated material recovery facilities.
Technology improves efficiency, reduces landfill pressure, and promotes recycling and energy recovery.

2️⃣ Mindset
Mindset and public behaviour are crucial in maintaining cleanliness.

• Nearly 50–55% of urban waste in India is biodegradable, which can be composted if segregated at source.

 • However, segregation at source is still inconsistent in many towns.

• Under Swachh Bharat Abhiyan, sanitation coverage in India increased from around 39% in 2014 to nearly 100% in recent years, showing how behavioural change campaigns can work.

 • Studies show that littering is higher in areas with low civic awareness.

 • In Japan, strict public discipline and awareness result in high recycling rates and minimal street litter.

 • Community participation programs and school awareness drives significantly improve segregation and recycling rates.
A responsible civic mindset ensures reduced littering, proper segregation, and long-term sustainability.

3️⃣ Enforcement
Enforcement ensures that waste management rules are followed properly.

 • The Solid Waste Management Rules, 2016 make segregation at source mandatory.

• Urban local bodies are empowered to impose fines for littering and illegal dumping.

Cities like Mumbai and Bengaluru have imposed penalties on bulk waste generators for non-compliance.

 • The National Green Tribunal (NGT) has directed states to improve waste processing capacity.

 • Singapore enforces strict fines for littering, which has resulted in high levels of urban cleanliness.

 • Enforcement increases accountability among citizens, institutions, and industries.
Strong legal implementation ensures systematic and disciplined waste management.
